Note the indentation or “dip” in the collar buck.  The collar lays across this depression and when the head comes down, it presses down and flattens the entire spring loaded buck.  This forces the collar to stretch outwards, returning the collar to its original size and making sure it can fold across the collar seam.  Moreover, it eliminates annoying gathers in the tips of the collar that look unsightly.
